The primary purpose of the Choice Neighborhoods Implementation grant is the replacement of all 134 units of Chouteau Courts public housing units into new mixed-income developments throughout the Paseo Gateway district and in non-impacted suburban areas. Chouteau Courts is the subject public housing site of the grant. Its 134 units were completed in 1958 and are now obsolete and isolated. The Housing Authority of Kansas City, Missouri (HAKC) selected Brinshore Development, LLC (Brinshore) as the master developer through a national search completed in 2013. Together HAKC and Brinshore are constructing new mixed-income developments that include replacement public housing units, affordable housing units, and unrestricted market rate units. All developments are a partnership between Brinshore Development, the Housing Authority of Kansas City, Missouri, the City of Kansas City, Missouri, United Way of Greater Kansas City and Local Initiatives Support Corporation
Quinlan Place features 57 new apartment and townhome style units in a mix of 19 one-bedrooms, 28 two-bedrooms, and 10 three-bedroom units. Situated near Woodland Early Learning and Scuola Vita Nuova Schools, local business and easy access to transportation services, Quinlan Place is a great home for families. In addition, space on the main floor of the community has been set aside to provide resident artists an entrepreneurial opportunity to participate in the Start Up residency program. Rose Hill Townhomes
Rose Hill Townhomes is a 33-unit townhome development that provides permanent supportive housing for formerly homeless families, and former residents of the Chouteau Courts public housing site with special needs through the CHOICE Neighborhoods Initiative. Rose Hill addresses a real and urgent community need for permanent low-income housing options by providing target households with the opportunity to live in newly constructed, quality affordable homes with access to nearby supportive services through Lead Referral Agency, reStart, Inc. The property opened and was fully occupied in December 2016. Placed on a highly visible site with extraordinary views of Downtown and the Missouri River, the townhomes were designed to recreate the historical residential character of the neighborhood. The development is comprised of (7) 1-bedroom ground floor units, (20) 2-bedroom walk-up townhomes, and (6) 3-bedroom ground floor units. Each apartment features a full set of appliances including washers and dryers. Ground floor units are designed for accessibility.
Sam Rodgers Place
The capstone of the Paseo Gateway Choice Neighborhoods revitalization effort, Sam Rodgers Place will unite health and wellness and mixed-income housing in a critical location between the Paseo Gateway’s Pendleton and Quinlan development nodes. The development includes 62 units of newly constructed apartments and townhomes to serve large families (1 to 5 bedrooms are provided) at a strategic location in the Paseo Gateway district, adjacent to the Samuel U. Rodgers Health Center (“SUR”).
As mixed-income housing, the development will provide rents to serve a range of family incomes from public housing to market-rate households. SUR will provide a full-time service coordinator and a host of service enriched housing opportunities to serve as a constant presence and resource. Residents of Sam Rodgers Place will enjoy access to a community enrichment center within the development. The center will include a community room with kitchen, fitness room, computer lab, two classrooms and on-site management. The site will include green space, an outdoor gathering area and two tot lots with play equipment. Adjacent to one of the buildings, SUR will have a new community space and health offices that will be linked with the existing Samuel U. Rodgers via a health and wellness focused community park.
